This is an Annual Program Statement (APS), outlining our funding priorities, strategic themes, and procedures for submitting requests for funding.
A. PROGRAM DESCRIPTION:
Federal Assistance Awards, hereafter referred to as grants, under this notice are intended for local representatives of civil society, including U.S. or overseas-based non-profit/non-governmental organizations (NGOs), and private institutions of post-secondary and higher education.
Grant proposals submitted should meet one or more of the following U.S. Embassy Dhaka, Public Diplomacy priorities:
- Improve Capacity within Bangladesh to Counter Violent Extremism:
- Build community resilience, including (but not limited to) formal education and informal education programs; sports, arts and cultural programs; technical and vocational skills development; municipal or neighborhood associations and meetings; after school and family-oriented programs to promote pluralism, tolerance, critical thinking which can challenge and counter violent extremist messages.
- Conduct strategic communication efforts to counter and reject misinformation, dispute messages of violent extremists, reinforce and communicate national government messages, promote alternative, positive messages and address illegal media content.
- Amplify local community voices to build resilience and counter violent extremist messages in social media.
- Encourage and strengthen interventions to create awareness of vulnerability towards radicalization and prevent it.
- Identify and build response capacity of practitioners and frontline workers on processes of radicalization and recruitment.
- Create support hotlines, other communication mechanism or information systems for communities to use and access.
- Strengthen the community of interest among governments and institutions working to Counter Violent Extremism in Bangladesh.
- Promote Pluralism, Democratic Values, Good Governance, Tolerance and Non-Violent Public Discussions:
- Promote non-violent elections and increase and enhance participation in the 2018 national elections.
- Initiate dialogue and create greater accountability and transparency in public institutions.
- Strengthen the role and capacity of civil society organizations to influence the government, and promote good governance.
- Build partnerships and coordination among civil society organizations, and develop public-awareness and advocacy campaigns.
- Increase Access to Quality Education and expand U.S.- Bangladesh Educational Linkages:
- Create academic linkages between Bangladesh and the United States to enrich teaching and learning experiences; promote and enable academic cooperation, curriculum development, and resource exchange.
- Strengthen relationships between the respective stakeholders in the education sector to expand access to quality education.
- Implement academic programs that provide increased and improved English language learning for marginalized groups.
- Promote Entrepreneurship and Activities that Lead to Economic Growth and Prosperity:
- Support a robust and inclusive entrepreneurial environment through exchanges of information, experiences, and expertise.
- Facilitate regional communication and economic linkages with other local and regional entrepreneurs to share lessons learned and other resources and promote Bangladesh as the economic hub between South Asia and Southeast Asia.
- Pursue gender equality and women empowerment, and combat gender based violence:
- Minimize gender disparities in access to resources and opportunities in the economic, social, political and cultural context.
- Involve awareness campaigns that reduce gender based violence and mitigate its harmful effects on individuals and communities.
- Focus on increasing awareness of rights and building the capacity of young girls and women to realize their rights that in due course will influence decision making in households, communities, and societies.
In addition to the specific requirements listed above by program area, ALL proposals must:
- Clearly indicate the primary activity area to which it is being submitted for consideration;
- Focus on the key public diplomacy audiences and activities specified in the areas, provide programs for underserved geographic regions of Country, as well as non-elite schools (if applicable);
- Clearly delineate how elements of their program will have a multiplier effect and be sustainable beyond the life of the grant;
- Identify specific outcomes to be achieved by the end of the grant period; and
- Provide a traditional and/or social media plan for marketing program activities and outcomes.
- Identify the cities/districts in which activities will take place, and addressing any security concerns or constraints as necessary.
Applicants must demonstrate competency to manage all financial aspects of the project, including participant costs and transparent arrangements of sub-grant relationships with partner organizations, if applicable.

The U.S. Embassy reserves the right to award less or more than the amounts described in the absence of worthy applications or under such other circumstances as it may deem to be in the best interest of the U.S. Government.
Anticipated Period: Grant projects generally should be completed in one year or less. The U. S. Embassy may entertain applications for an extension of the grant period for grants funded under these awards subject to the availability of funds, satisfactory progress of the project activities, and a determination that continued funding would be in the best interest of the Department of State.
C. ELIGIBILITY INFORMATION:
The U.S. Embassy encourages applications from non-governmental organizations, non-profit organizations, foundations, trusts, community-based organizations and educational institutions that have legal standing in Bangladesh and the appropriate registrations as per the local regulatory requirements. Commercial firms and for-profit entities are not eligible to apply for this funding opportunity.
The applicant may propose to share the cost of the project but these costs must reflect the realistic capacity of the applicant’s contribution. If the applicant proposes cost sharing in their proposal, the recipient must provide the minimum amount of cost sharing as stipulated in the recipient’s budget approved by the Grants Officer. Cost share is not mandatory and will not be considered as a factor during merit review of applications.
Local organizations must submit a copy of their certificate of registration from the appropriate government organization. In addition, applicant organizations must have an organizational bank account for financial transactions and all transactions pertaining to an award granted will happen through Electronic Fund Transfer.

Proposal must also describe the outcome(s) sought and the benefits to society or to the participants that the proposal seeks to bring about/achieve.
- Project Budget: Applicants must submit a detailed budget and budget narrative justification utilizing the template (Microsoft Excel 45 KB) provided. Line item expenditures should be listed in the greatest possible detail. Personnel salaries should define the percentage of time each position will allocate to the project and the rate of pay. Budgets that are not in the provided format will not be considered. Budgets shall be submitted in U.S. dollars and final grant agreements will be conducted in U.S. dollars.
- Key Personnel and Project Partners
- Key Personnel – A résumé, not to exceed 1 page in length, must be included for the proposed key staff persons, such as the Project Director and Finance Officer, as well as any speakers or trainers (if applicable). If an individual for this type of position has not been identified, the applicant may submit a 1-page position description, identifying the qualifications and skills required for that position, in lieu of a résumé.
- Project Partners – letters of support should be included for sub-awardees or other partners. The letters must identify the type of relationship to be entered into (formal or informal), the roles and responsibilities of each partner in relation to the proposed project activities, and the expected result of the partnership. The individual letters cannot exceed 1 page in length.

E. APPLICATION REVIEW INFORMATION
Each eligible proposal submitted under this announcement will be evaluated and rated on the basis of the criteria detailed below. The criteria are designed to assess the quality of the proposed project, and to determine the likelihood of its success. The criteria are closely related and are considered as a whole in judging the overall quality of an application. Applications will be reviewed on the basis of their fullness, coherence, clarity, and attention to detail.
Past performance on grants awarded by the U.S. Department of State, other United States government, or international donor agencies may also be considered. The proposal submitted by your organization should comply with the requirements of the OMB Circulars relevant to your organization and the activities of your proposal.
PAS reviews all proposals for eligibility. Eligible proposals will be subject to compliance of Federal and Public Diplomacy regulations and guidelines and may also be reviewed by the Office of the Legal Adviser or by other Department elements. Final technical authority for assistance awards resides with the Department’s Grants Division.
Public Affairs Section of U.S. Embassy, Dhaka will have a Grants Review Committee to review all proposals for eligibility. Eligible proposals will be further reviewed for compliance of Federal regulations and guidelines and may also be reviewed by the Office of the Legal Adviser or by other Department elements if deemed necessary. Proposals will be approved based on an evaluation of how the proposal meets the review criteria as stated in the announcement, U.S. foreign policy objectives, priority needs of PAS Dhaka, and availability of funding. Final authority for assistance awards resides with the Public Affairs Officer.
Review criteria will include:
Quality and Feasibility of the Program Idea – The program idea should be well developed, with sufficient detail about how project activities will be carried out. The proposal should demonstrate
originality and outline clear, achievable objectives. The proposal must include a reasonable implementation timeline and have an appropriate and clearly defined scope.
Project Justification and Support of PAS Priorities – The project proposal must demonstrate maximum impact in furthering broader U.S. Public Diplomacy policy objectives. The project should address one or more of the PAS priorities, target audiences, and geographic areas identified in the solicitation. The proposal must contain a compelling justification, demonstrating an in-depth understanding of the environment in Country and citing specific factors creating/influencing the need for the proposed project.
Organizational Capacity –The applicant organization must demonstrate the ability to successfully carry out the proposed activities, and have previously designed and implemented similar initiatives. Where partners are described, the applicant must detail each partner’s respective role and provide curriculum vitae (CVs) for persons responsible for the project and financial administration. The organization must also have been established for a minimum of six months prior to applying for a grant and must demonstrate capacity for responsible fiscal management.
Budget and Budget Justification – Budget and narrative justifications must be provided and should be reasonable in relation to the proposed activities and anticipated results, and provide a realistic plan for services. The results and proposed outcomes must justify the total cost of the project. Budget items must be reasonable, allowable, and allocable.
Sustainability– Proposals should clearly delineate how elements of their program will have a multiplier effect and be sustainable beyond the life of the grant. A good multiplier effect may include but is not limited to, plans to build lasting networks for direct and indirect beneficiaries, follow-on training and mentoring, and continued use of project deliverables. A strong sustainability plan may include demonstrating capacity-building results, a plan to generate revenue, or interest and support from the private sector.
Monitoring and Evaluation– Applicant should demonstrate its ability to measure program success against key indicators and provide milestones to indicate progress toward PAS, Dhaka goals. Projects should demonstrate the capacity for engaging in outcome-based evaluations and identify proscribed outputs and outcomes to measure how program activities will achieve the program’s strategic objectives. The Monitoring and Evaluation (M&E) Plan should include output- and outcome-based indicators, baseline and target for each indicator, disaggregation if applicable, monitoring and evaluation tools, data source, and frequency of monitoring and evaluation.
F. FEDERAL AWARD ADMINISTRATION INFORMATION
Federal Award Notices: Successful applicants will be notified via email if a proposal has been selected to move forward in the review process. Please note that this email IS NOT an authorization to begin performance. The notice of Federal award signed by the grants officer (or equivalent) is the authorizing document. The Grants Officer is the government official delegated the authority by the U.S. Department of State Procurement Executive to write, award, and administer grants and cooperative agreements. The recipient may only incur obligations against the award beginning on the start date outlined in the DS-1909 award document that has been signed by the Grants Officer. Organizations whose applications will not be funded will also be notified via email.
2 CFR 200 Uniform Administrative Requirements, Costs Principles, and Audit Requirements for Federal Awards: All applicants must adhere to the regulations found in 2 CFR 200 Uniform Administrative Requirements, Costs Principles, and Audit Requirements for Federal Awards.
Branding Requirements: As a condition of receipt of a grant award, all materials produced pursuant to the award, including training materials, materials for recipients or materials to communicate or promote with foreign audiences a program, event, project, or some other activity under an agreement, including but not limited to invitations to events, press materials, and backdrops, podium signs, etc. must be marked appropriately with the standard, rectangular U.S. flag in a size and prominence equal to (or greater than) any other logo or identity. Note: Exceptions to the branding requirement are allowable under certain conditions. If an applicant is notified that their award has been chosen for funding, the Grants Officer will determine, in consultation with the applicant, if an exception is applicable.
Evaluation: In line with the Department of State’s Evaluation Policy, PAS, Dhaka may include this award in its program evaluation efforts. When applicable and feasible, the Recipient shall cooperate with the Grants Officer (GO) and Grants Officer Representative (GOR) requests to contribute data on specific performance measures and indicators; consider GO and GOR input on design and methodology of Recipient-led evaluation efforts; provide any evaluation reports produced under the award to the GO and GOR for review; incorporate the project into any third-party evaluations that PAS may initiate.

A. PROGRAM DESCRIPTION:
The U.S. Embassy Dhaka of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program (or program) to increase accessibility and readability of national budget information, improve local input into the parliamentary budget process, and increase the public’s awareness of local government budget expenditures. Please carefully follow all instructions below.
Priority Region: Bangladesh
Embassy Dhaka seeks to build off of its successful 2016-2017 fiscal transparency innovation fund (FTIF)-funded program by continuing to build awareness of fiscal transparency and increasing the demand for budget information among citizens at the national and sub-national level and improving communication with parliamentarians during the relatively short budget stakeholder process.
In 2016-2017, Dhaka-based research institution the Policy Research Institute produced an in-depth analysis of the state of fiscal transparency in Bangladesh and provided a number of recommendations through the FTIF-funded project, “Boosting Fiscal Transparency in Bangladesh Through Improved Financial Reporting, Training and National Awareness Building.” A lack of sufficient demand for budget information and limited parliamentary input into the budget process were identified as key constraints to improving fiscal accountability. The current budget process allows for limited input from public stakeholders. While the Government of Bangladesh (GOB) undertakes a month-long stakeholder input, there is little time for the average citizen to digest publicly available budget information and provide input to their member of parliament. The budget consultation progress, which begins on June 1 after the Ministry of Finance presents its Budget Speech to parliament and ends on June 30 when the budget is adopted, is relatively short when compared with other parliamentary democracies, including neighboring India.
Consultations with a variety of organizations also revealed the lack of sufficient demand for budget information among the public. The “Citizen’s Budget,” which was introduced in 2017-2018, was canceled because of limited uptake. However, the Citizen’s Budget lacked easy to understand language and illustrations and was too complicated for the average reader.
Bangladesh’s budget documents also provide limited information on budget transfers to local governments, which adds to the public’s general separation from the budget process and helps limit demand for quality public information. While the majority of government expenditures are processed by the central government and national ministries, local government’s still play a significant role and annually receive budget transfers from the Ministry of Local Government, Rural Development and Co-operatives. However, local government allocations are provided in lump sums, making it difficult for the public to accurately track local budget expenditures and its effectiveness.
In response to these constraints and weaknesses, Embassy Dhaka seeks proposals that take a three-pronged program to increase accessibility and readability of budget information, improve local input into the parliamentary budget process, and increase local awareness of budget expenditures.
Increasing public interest in the budget process and access to decision- makers in parliament will enable citizens to make more education choices during the national elections and increase accountability of elected officials. The project should build off the previous FTIF-funded project and complement other mission programming, including USAID’s work with the Access 2 Information (a2i) program, which aims to increase access to government data and services among the public.
Participants and Audiences:
Working with the Ministry of Finance, the project will assist in re-launching and revamping the annual Citizen’s Budget publication. The project will conduct focus groups and research to determine the most appropriate content, length, layout, and level of readability. Afterwards, the project will develop a standard for the production of the annual Citizen’s Budget and ensure integration with existing Ministry of Finance systems so that the document can be produced quickly and efficiently during annual stakeholder budget discussions in June. The project will assist in launching and publicizing the revamped Citizen’s Budget during the June 2019 budget cycle and conduct follow up assessments on the effectiveness and sustainability of the new document.
In order to improve public input into the budget process, the project will assist in developing standard operating procedures for members of parliament on how to discuss the budget process with the public. The project will select a pilot group of 10 parliamentary districts and in each one, conduct an assessment of the public awareness of the budget process and ongoing interaction with the government or members of parliament on the budget process. During the June budget process, the project will conduct stakeholder “town hall” discussions with public groups and the local members of parliament and other government decision-makers. At the end, the activity will produce standard operating procedures, including best practices, for members of parliament providing guidance on discussing the budget process with local stakeholders.
Finally, the project will select a pilot group of ten local governments (at the upazila level) throughout Bangladesh to assist in creating a more detailed local budget snapshot. Similar to Activity 1, the project will first conduct stakeholder discussions (including focus groups) with stakeholders from the local governments to identify priority issues for local government expenditures, revenue and other budgetary information. The project will then create a customized “local budget snapshot” publication that summarizes local government revenue (including transfers from the central government), expenditures and other budgetary information in an easy to read layout and then help launch and publicize the document. The project will work with local political and government leaders to launch the new document. As with Activity 1, the new layout will aim to integrate the new publication with existing Ministry of Finance systems so that the publication can be created quickly and easily.

- Program Monitoring and Evaluation Plan: This is an important part of successful grants. Throughout the time-frame of the grant, how will the activities be monitored to ensure they are happening in a timely manner, and how will the program be evaluated to make sure it is meeting the goals of the grant?
- Future Funding or Sustainability Applicant’s plan for continuing the program beyond the grant period, or the availability of other resources, if applicable.

Any applicant listed on the Excluded Parties List System (EPLS) in the System for Award Management (SAM) is not eligible to apply for an assistance award in accordance with the OMB guidelines at 2 CFR 180 that implement Executive Orders 12549 (3 CFR, 1986 Comp., p. 189) and 12689 (3 CFR, 1989 Comp., p. 235), “Debarment and Suspension.” Additionally, no entity listed on the EPLS can participate in any activities under an award. E. APPLICATION REVIEW INFORMATION
Each application will be evaluated and rated on the basis of the evaluation criteria outlined below.
Quality and Feasibility of the Program Idea – 25 points: The program idea is well developed, with detail about how program activities will be carried out. The proposal includes a reasonable implementation timeline.
Organizational Capacity and Record on Previous Grants – 25 points: The organization has expertise in its stated field and has the internal controls in place to manage federal funds. This includes a financial management system and a bank account.
Program Planning/Ability to Achieve Objectives – 15 points: Goals and objectives are clearly stated and program approach is likely to provide maximum impact in achieving the proposed results.
Budget – 10 points: The budget justification is detailed. Costs are reasonable in relation to the proposed activities and anticipated results. The budget is realistic, accounting for all necessary expenses to achieve proposed activities.
Monitoring and evaluation plan – 15 points: Applicant demonstrates it is able to measure program success against key indicators and provides milestones to indicate progress toward goals outlined in the proposal. The program includes output and outcome indicators, and shows how and when those will be measured.
Sustainability – 10 points: Program activities will continue to have positive impact after the end of the program.
- Review and Selection Process
A Grants Review Committee will evaluate all eligible applications.
- Federal Awardee Performance & Integrity Information System (FAPIIS)
For any Federal award under a notice of funding opportunity, if the Federal awarding agency anticipates that the total Federal share will be greater than the simplified acquisition threshold on any Federal award under a notice of funding opportunity may include, over the period of performance (see §200.88 Simplified Acquisition Threshold), this section must also inform applicants:
i. That the Federal awarding agency, prior to making a Federal award with a total amount of Federal share greater than the simplified acquisition threshold, is required to review and consider any information about the applicant that is in the designated integrity and performance system accessible through SAM (currently FAPIIS) (see 41 U.S.C. 2313);
ii. F. FEDERAL AWARD ADMINISTRATION INFORMATION
- Federal Award Notices
The grant award or cooperative agreement will be written, signed, awarded, and administered by the Grants Officer. The assistance award agreement is the authorizing document and it will be provided to the recipient for review and signature by email. The recipient may only start incurring program expenses beginning on the start date shown on the grant award document signed by the Grants Officer.
If a proposal is selected for funding, the Department of State has no obligation to provide any additional future funding. Renewal of an award to increase funding or extend the period of performance is at the discretion of the Department of State.
Issuance of this NOFO does not constitute an award commitment on the part of the U.S. government, nor does it commit the U.S. government to pay for costs incurred in the preparation and submission of proposals. Further, the U.S. government reserves the right to reject any or all proposals received.
Payment Method: Payment via Electronic Funds Transfer (EFT) is preferable. Recipient will be asked to provide necessary bank information. Payments will be made in four intervals: at start, 6 months, 12 months, and 18 months marks.

Reporting Requirements: Recipients will be required to submit financial reports and program reports. The award document will specify how often these reports must be submitted. H. OTHER INFORMATION
Guidelines for Budget Justification
Personnel and Fringe Benefits: Describe the wages, salaries, and benefits of temporary or permanent staff who will be working directly for the applicant on the program, and the percentage of their time that will be spent on the program.
Travel: Estimate the costs of travel and per diem for this program, for program staff, consultants or speakers, and participants/beneficiaries. If the program involves international travel, include a brief statement of justification for that travel.
Equipment: Describe any machinery, furniture, or other personal property that is required for the program, which has a useful life of more than one year (or a life longer than the duration of the program), and costs at least $5,000 per unit.
Supplies: List and describe all the items and materials, including any computer devices, that are needed for the program. If an item costs more than $5,000 per unit, then put it in the budget under Equipment.
Contractual: Describe goods and services that the applicant plans to acquire through a contract with a vendor. Also describe any sub-awards to non-profit partners that will help carry out the program activities.
Other Direct Costs: Describe other costs directly associated with the program, which do not fit in the other categories. For example, shipping costs for materials and equipment or applicable taxes. All “Other” or “Miscellaneous” expenses must be itemized and explained.
Indirect Costs: These are costs that cannot be linked directly to the program activities, such as overhead costs needed to help keep the organization operating. If your organization has a Negotiated Indirect Cost Rate (NICRA) and includes NICRA charges in the budget, attach a copy of your latest NICRA. Organizations that have never had a NICRA may request indirect costs of 10% of the modified total direct costs as defined in 2 CFR 200.68.
“Cost Sharing” refers to contributions from the organization or other entities other than the U.S. Embassy. It also includes in-kind contributions such as volunteers’ time and donated venues.

Comprehensive Private Sector Assessment
Scope of Work
The Government of Bangladesh has set an ambitious goal of becoming a middle income country by 2021. To achieve middle income status, it will require an average annual GDP growth of 7.5% – 8%. In order to achieve this growth rate, Bangladesh will need a well-diversified and vibrant private sector with significant potential for growth. Studies show, faster growth will depend on a few primary factors: (i) increased investment, (ii) faster human capital accumulation, (iii) enhanced productivity growth, and (iv) increased outward orientation. A key strategy based on these factors would be to focus on growth-oriented and income generating priority sectors outside of the Ready Made Garment (RMG) industry. USAID aims to support private sector development in Bangladesh, facilitate investment in sectors beyond the RMG sector, and generate growth in the emerging areas of the economy with the aim of generating employment and increasing income.
The purpose of this activity is to provide USAID/Bangladesh (also referred to as ‘the mission’), its partners and other stakeholders with a comprehensive assessment of priority sectors in Bangladesh and identify opportunities for USAID investment. The study will also help inform USAID/Bangladesh’s current activities as well as future program designs and strategy.
The estimated LOE necessary to provide the two primary deliverables is expected to be 100 days, from Sept 02, 2018.
Bangladesh faces a tremendous challenge. How will it provide jobs for the 20 million young people set to join the labor force over the next decade?
According to the International Labour Organization (ILO), the most disadvantaged in finding work are those who attain higher levels of education: the unemployment rate of a young person with a primary education was half that of a young secondary graduate, 6.4 and 12.3 percent, respectively. The outlook was bleaker for university educated youth who experience an unemployment rate of 26.1 percent.1 How does Bangladesh turn this challenge into an opportunity?
In a recent World Bank study2 it was noted that the country has relied on the garment sector to drive its economy and exports, as well as to employ many workers. This was successful in many ways, but if the country is to meet its aim of becoming a middle-income country by 2021, there is more work to be done. While Bangladesh may continue to see success with its export of
garments, job growth in the sector is stalling. The RMG sector faces challenges on many fronts and competition from other established and emerging countries. Diversifying exports beyond garments may be an answer to Bangladesh’s employment conundrum. The Joint Secretary of the Ministry of Commerce of Bangladesh, Md. Obaidul Azam, said, “Bangladesh’s achievement in ready-made-garments is remarkable. However, dependence on a single sector for a majority of export earnings is risky. To sustain the economic growth amidst the current global landscape, we need to improve competitiveness of several other promising sectors to diversify our export basket.”
USAID is committed to developing programming that supports Bangladesh in overcoming the economic growth challenges by supporting a dynamic and growing private sector.
This assessment will provide USAID/Bangladesh, its partners and other stakeholders with a comprehensive analysis of priority sectors, beyond the RMG sector, and identify investment opportunities for USAID current and future support. The private sector is an important and critical contributor to development progress, and USAID is committed to building the agency’s capacity to identify and invest its limited funds in sustainable and strategic economic growth initiatives that drive greater development results.
Deliverables & Specific Tasks:
1. Comprehensive private sector analysis by assessing the key sectoral capacity of alternative sectors to the RMG sector in Bangladesh – 50 pages, excluding summaries and annexes
2. Opportunities and best use of USAID’s limited investment funding to engage with the private sector to support economic development in Bangladesh.
Detailed Description of Deliverable 1
Comprehensive private sector analysis by assessing the key sectoral capacity of alternative sectors to the RMG sector in Bangladesh.
Through research, analysis, and consolidation of existing literature and data the review will provide:
a) Overview (5 pages with a 1 page executive summary) – Overview of the role of private sector firms in Bangladesh, brief about the selected sectors, including the economic impact of those sectors to become a middle income country and the current capacities of those sectors.
b) Assessment body (45 pages, excluding annexes) – Deep dive on achievements, limitations, opportunities and resources available on the sectors listed below and their impact and potential impact on the economy of Bangladesh as it aims to achieve middle income status by 2021. In the analysis, the report should identify the impact the sector will have on youth unemployment, paying particular attention to inclusive development, namely opportunities for gender diverse communities. It should also identify and policy or regulatory limitations, slowing growth within that sector.
The following sectors should be addressed in the analysis:
- Health Care
- ICT and Outsourcing
- Medical Equipment
- Renewable Energy and Energy Efficiency
- Agri-business (including commercialization of agriculture and agribusiness)

Detailed Description of Deliverable 2:
Opportunities and best use of USAID’s limited funding to engage with the private sector and support sustainable economic development in Bangladesh.
Recommendation Paper (5 pages with slide show presentation and 1 page executive summary)- In order to help shape and inform future programming design and current program implementation, the consultant(s) will create examples and provide a series of prioritized recommendations at the end of this consultation to USAID/Bangladesh. The recommendations should be practical in nature with a focus on sustainable interventions. The recommendations should also prioritize sectoral interventions where USAID could have the most impact.
Through the assessment and deliverables, the consultant(s) are expected to:
i. Share the findings of the comprehensive sectoral capacity with all Mission staff;
ii. Develop a common understanding of sectoral priority and how current projects individually and collectively address various aspects of private sector engagement through USAID Bangladesh’s limited investment fund;
iii. Identify existing Mission/partner data sources and indicators that capture the contribution of programs to addressing private sector engagement around these sectors;
iv. Identify opportunities and strategies to deepen or expand programmatic contributions to addressing private sector engagement around those recommended sectors.
The following inputs may be incorporated into the comprehensive risk and resilience capacity review:
- USAID assessments & recommended documents: USAID/Bangladesh will compile a list of relevant assessments, information, and other documents, that may be used as inputs for this assessment. The USAID/Bangladesh point of contact (POC) will give this information to the consultant once there is a signed contract.
The consultant(s) will be expected to use additional research including, but not limited to, publications, meetings, interviews, and focus groups.
Level of Effort (LOE):
The estimated LOE necessary to provide the two primary deliverables is expected to be 100 days, from Sept 02, 2018. Domestic travel may be required. The consultant(s) will gather any data and conduct communication remotely or within the Mission.

USAID will evaluate proposals based on the following criteria:
- Technical quality and feasibility of the approach to conduct the assessment under the proposed deadlines will be a factor in the evaluation of all proposals. Proposals should include a description of the proponent’s proposed methodology to perform the study. (50%)
- The capacity of organization will be a factor in the evaluation of all proposals. Specifically, proposals will be evaluated as to whether the individual/organization itself has experience and capacity in respect of personnel and equipment, finance and experience to Bangladesh to perform this type of work. (20%)
- Experience and qualifications for conducting high quality study of similar nature in developing countries and prior experience in Bangladesh. (30%)
